GENERAL INFORMATION

The aim of this program is to promote long-term structural changes in the field of cultural policy - the development and implementation of different models of cultural actions with specific emphasis on projects that "cross borders".
Applications should be submitted by E-mail, in an attached doc or rtf file to
arnold@soros.hu.
Applications that are not submitted in the above way and by the deadline will
not be considered.
Priority support will be given to long-term projects (for the first part of their realization in the year 2002) aimed at developing:
legislation and fiscal policy in the field of culture (related to legal activities in culture, heritage protection, nonprofit associations and organizations, privatization in culture and the arts, regionalization of cultural policy etc.);
transformation of existing infrastructures into more flexible and self-sustainable ones;
new entrepreneurial and fundraising models of cultural institutions and events ;
education and training of cultural administrators (policy-makers), arts managers and entrepreneurs (including training of trainers);
establishment and development of new artistic venues and resource centers, linked with cultural policy issues;
cross-cultural communication (multi-cultural projects, arts for social change).
The following types of projects will receive support:
innovative and/or interdisciplinary models of cultural actions at international, national or regional level;
action research projects aimed at practical results and implementation;
seminars, conferences, workshops, training, and other forms of education, organized at a regional level;
public debates and round tables (using media networks), lobbying activities and programs.
The projects will be supported only under condition that they represent innovative ideas and have concrete practical outcomes.

GENERAL CRITERIA FOR SELECTION
All applications under the Cultural Policy program component will be reviewed by national and international experts and finally - by the Arts and Culture Sub-Board. The main criteria are:
strong links of the project with cultural policy issues and its contribution towards long-term structural changes in the cultural field;
clear and concrete results of the project and possibilities for its long-term continuation;
the project's potential for implementing of innovative cultural practices in the region;
the importance and actuality of the project for the cultural practice and the development of an open society;
evidences for cooperation with local, national or international partners;
realistic budget , confirming also matching funds;
credibility and professionalism of the institution/the team, involved in the realization of the project.
PRACTICALITIES
The
description of the project proposal should be submitted by filling the necessary
application form, which should not exceed 5 pages plus the budget. It has to be
submitted with all additional materials in an electronic format.
After the evaluations of national and international experts, all applications will be reviewed by the Sub-Board of the Arts and Culture Network program for final approval. The Sub-Board of the Arts and Culture Network program will finally review those applications, which pass the national and international level of evaluation.
The results will be announced: 30 September 2002
LIMITATIONS
The maximum grant requested by the Arts and Culture Network Program should not exceed $20 000 (which could be part of a long-term project in the year 2002). Matching funds from other sources are required, as well as evidences for that.
There aren't grants to individuals. Officially registered organizations of all types are eligible for support.Applications coming from the accession countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia) are eligible for funding on condition that they have a regional dimension, connecting two or more countries of the Soros foundations' network. Purely national projects are not eligible to apply.
Applicants, whose earlier projects have already been granted by any of the Arts and Culture network program components and are either not completed yet, or have finished, but the final sufficient report has not been submitted yet by the deadline of the next competition, are not eligible for funding.
