WHAT WE CONSIDER IN OUR FUNDING DECISIONS? |
The Soros Foundation-Hungary exercises a substantial degree of flexibility in its funding philosophy and the selection process used in awarding grants. The criteria we use to regulate the distribution of our appropriations is constantly updated in order to fill the most current needs in a rapidly changing society. In general, the foundation believes that it should address significant problems over a limited period of time rather than provide permanent support for ongoing operations. The foundation's role is to serve as a resource to those who share its goals and are able to design and implement effective strategies for pursuing them. The Soros Foundation-Hungary's management philosophy and decision-making structure are carried out through a highly decentralized and transparent system of advisory boards.
WHAT WE DO AND DO NOT SUPPORT |
The Soros Foundation-Hungary currently runs five umbrella grantmaking programs which contain hundreds of sub-programs open to applications from grantees. Proposals falling outside the five areas covered by the umbrella programs have little likelihood of receiving grant support. It is also worth noting that the five umbrella programs are under constant review and renewal. Our two largest grantmaking programs, Primary / Secondary Education and Youth as well as Public Health and Social Welfare, are four-year programs which will end in December 1998.
In general, any proposal which falls under one of the major program areas operative at the time of application and which meets the deadline of the specific sub-program is open for consideration. The four areas which we absolutely do not fund are the following:
the day-to-day operational costs of any institution except those which agree to disseminate programs found to be innovative and effective in their field
building construction and maintenance work
research projects which cannot be demonstrated to stand a reasonable chance of making a direct, practical impact in any given field within a reasonable amount of time
inventions
Our non-grant service programs are open to any individual or institution meeting the general eligibility criteria.
